Is it weird to comment on a girl's picture and say she's pretty if I don't know her?

Lol. I wanted to comment on this girl's picture and say something like "I dn't know you, but you're very pretty :)" Is that weird? hahaha. i know i would be flattered if someone did that to me, but would she think i'm retarded?
