Is watching Tv haraam?!! please i really need answersss?

yes i am asking for the 2nd time.. i dn't knw why there are alot of different opinions can i get an answer.. I need to know if watching tv is haram or not.. and what does it mean to lower the gaze for women.. Does it mean that i can't look at any part of the male body.. So knw i can't go to public beaches because obviously men dn't cover everything... When i look at a guy of course it doesn't mean that i will look lustfully on him.. So while i am watching tv and there is some shirtless guy with his chest open, is it haram to watch.. i knw that awra for men is from navel to knee which is totally weird actually because the chest is muuchhh more tempting.. so knw if a guy has his chest open, even if it is not awra, can i look at it.. and no girl on earth can look at a shaved chest without falling into temptation.. but since it is not awra can i look at it.. and also if there is a really cute guy on the tv showing his face only, is it haram to watch it even if i wont fall into a sin.. and sports like tenis, can i watch them.. i mean i wont really concentrate on his knee, and a question for guys,, would u reallyy look lustfully if a girl showed her hair.. and also her arms.. i mean ofcourse not, right?( i am asking this one because arms are awra but i dn't think SERIOUSLY that a guy would be tempted to see them.. i mean we dn't grow muscles like guys do.. so why is it we should cover our arms and guys with muscles in their arms can show it?? thank you alot :)
