My newborn is miserable because of constipation. HELP!!!?

I have a one month old preemie and he is miserable. He is on fortified breastmilk and I think the formula has him constipated is there anything I can do to help him out. He's fussy stomach is hard gassy grunting and pulling his legs up. Anything I can do?
