What is the movie called?

A few years ago there was a movie on tv about a little girl, (i think her name was sarah) and she had a cousin around her age that was run over but his ghost possesses his cousin and at the end theres newborn twins and the girl thinks that the cousins ghost is attached to one of them or something.
